Prayers at Duval County Public School (DCPS) Board Meeting

DCPS policy 10.40 mirrors the “Florida Student  and School Personnel Religious Liberties Act,” statute 1002.206.  Here’s excerpts:

Where student speakers are permitted, the District: Must provide the forum in a manner that does not discriminate … Must provide a method based on neutral criteria for the selection of student speakers … Must state in oral or written form that the student’s speech does not reflect the endorsement, sponsorship, position, or expression of the District. The District must deliver this required disclaimer at all events where a student speaks publicly. 

Here’s the results of my public records request BEFORE Chair Joyce switched from students to a Pastor:

1) I want a copy of the DCPS prayer policy; and any instructions or directions given to students selected to deliver the prayer.

2) This request includes copies of every document related to the matter, regardless of the format in which the information is stored. The time frame is from the moment Charlotte Joyce became DCPS Board Chair until the present.

3) At Joyce’s first meeting as chair, a student stood on the podium at a DCPS Board meeting and offered a prayer ending in “Jesus’ name we pray.” How was he picked? What instructions was he given?

Then Chair Joyce switched from inviting students to inviting a pastor

At the June 3rd meeting, DCPS Board Chair invited a Pastor to give the invocation instead of a student. I’m fairly sure that’s unconstitutional and Joyce knows it is. I put it on YouTube:
